One of the cities major
water filtration plants is located in West Hill at the end of Manse
Road. The Frank J. Horgan Filtration Plant sits well back from the
road on well manicured lawns, providing 376 million litres of the
cleanest water in North America. The Frank J. Horgan Filtration Plant
is Toronto's newest water treatment facility. It was constructed from
1974 to 1979 at a cost of approximately $57 million on property
acquired by the former Metro Toronto from the former City of
Scarborough.
The plant, originally
called the Easterly Plant, was named for Mr. Frank J. Horgan,
Commissioner of Works for the former Metropolitan Toronto from 1980
to 1989.
To meet Toronto and
Region of York's growing demands, a major expansion of the plant by
340 ML/d was completed in 2001. Frank J. Horgan
Filtration Plant takes raw water from Lake Ontario and converts it
into safe, potable water for final pumping into the system. This is a
direct filtration plant, that is water proceeds to the filters
directly from the flocculators, eliminating the settling
process.
